Dion is the President of ECTS and is a Senior Partner of his law firm, Harrison Sale McCloy. He represents numerous businesses throughout Northwest Florida with issues involving civil or commercial litigation, business law, real estate litigation, real estate closings, collections, insurance coverage disputes, and workers’ compensation defense. With his combined legal and real estate experience, Dion brings a well-rounded mix of knowledge and skills into ECTS.
Dion earned his Juris Doctor from the Florida State University College of Law, Cum Laude. He earned his B.S. degree from Florida State University, Cum Laude. Dion is admitted to practice in Florida, Alabama, the U.S. District Courts of the Northern District of Florida, and the Middle and Southern Districts of Alabama.
Dion is from Panama City and has lived in Destin since 2012. He enjoys being involved in the community, and is currently a member of the Rotary Club of Destin, serving as the Foundation Chair and Grants Chair. Dion also serves on the Board of Directors for the Destin Chamber of Commerce and on the Board of Directors for the Mattie Kelly Arts Foundation. He previously served as the Treasurer (four years), Foundation Chair (three years) and member of the Board of Directors (three years) for the Rotary Club of Panama City. He is also past-President and current member of the Board of Directors for the Bay, Franklin, Gulf Healthy Start Coalition, Inc. He is a former Co-Chair of the 14th Judicial Circuit First Saturday Legal Clinic. He served for seven years as a student mentor at Rosenwald Middle School, is a graduate of the Bay County Chamber of Commerce’s Leadership Bay Program, is the former Chair of the Bay County Chamber of Commerce Junior Leadership Bay Program, and volunteered as a Rotary Reader for the Early Learning Coalition of Northwest Florida’s Rotary Read Aloud project.
Casey is the Vice President of ECTS and is of council at the law firm, Harrison Sale McCloy. Casey is a member of the firm’s Condominium and Homeowners Association and Real Estate, Business and Transactional Law Groups.
Casey’s practice is based on years of experience in the areas of community associations, real estate, business and transactional law. Her career includes general community association representation, as well as contracts, business law, real estate, and civil and commercial litigation in both Florida and Alabama. She was admitted to the Alabama Bar in 1999, and to the Florida Bar in 2006.
Upon completing her Bachelor’s degree from University of Alabama, Casey went directly to law school and upon graduation clerked two terms for the Honorable Sharon Lovelace Blackburn, United States District Judge, Northern District of Alabama. Casey practiced law for several years in Birmingham, Alabama, before relocating to Santa Rosa Beach.
Casey is a member of the Florida Bar, Alabama Bar, Okaloosa County Bar Association and the Walton County Bar Association.
Casey and her husband, Andy, have two young sons, Anderson and Berkeley. They enjoy the many outdoor activities along the Emerald Coast, and, you will definitely find them watching college football in the fall.
Franklin is the Sr. Vice President of ECTS and is a Founding Partner of his law firm, Harrison Sale McCloy. His primary areas of practice are real estate, business and education law. He created and has run Harrison Sale McCloy’s real estate department in Panama City for the past thirty years. In addition to his real estate work, Franklin serves as the Board Attorney for the School Board of Bay County, a position he has held since 1979. He received the Florida School Boards Association’s Richard “Spike” Fitzpatrick Award in 2010, was voted one of Florida’s Legal Elite by Florida Trend in 2010, was awarded the Lauren Merriam Memorial Award by the Bay County Chamber of Commerce in 2011, and received the C. Graham Carothers Award of Excellence from the Florida School Board Attorneys Association in 2013.
Franklin earned both his J.D. and Bachelor of Science in Business Administration from the University of Florida, where he was elected President of Florida Blue Key and the University of Florida Hall of Fame. He is admitted to practice in Florida and the federal courts in the Northern and Middle Districts of Florida, and is Board Certified by The Florida Bar as an Education Law attorney.
Franklin has served as Chairman of the Bay County Economic Development Alliance, Chairman of the Bay County Chamber of Commerce, President of the Florida School Board Attorney’s Association, President of the Bay County Bar Association, and as a member of the 14th Judicial Circuit Nominating Commission. He is also a member of the Council of School Attorneys of the National School Boards Association; the Education Law Section of the Florida Bar; and the Education Law Association. In his free time, he enjoys traveling and spending time with his wife, children, and grandchildren.
Val is known as the most accommodating and easy going closer on the Emerald Coast by the real estate professionals but as the Manager and Closing Agent of ECTS, her easy going nature can fool you. With over a decade of experience in the financial world coupled with a decade of transactional and closing experience Val’s knowledge of the industry standards and extensive experience with South Walton real estate closings is well-known.
Val is married to one of the founding families in the Grayton Beach area and has a daughter who recently graduated college. Having volunteered with the American Cancer Society for over 10 years, Val is presently the proud Coordinator of the Road to Recovery for Okaloosa and Walton counties. She serves on the committees for the North of the Bay Relay for Life and Making Strides Against Breast Cancer. She also serves on the Florida Relay Volunteer Leadership Team.
Ashley is the Director of Business Development at ECTS and is a true local as she was born and raised in Destin. She has a Bachelor’s of Science in Mathematics from the University of West Florida. Ashley most enjoys assisting our clients during the beginning stages of transactions. She enjoys holding seminars; educating our clients on issues ranging from client acquisition to contracts to what expect at the closing table. She has four children who attend our first class local schools and can be seen most days at the sports complex, little league field, the beach, or volunteering for many local non-profits and organizations, all the while, promoting ECTS. She enjoys fishing, paddle boarding, surfing, and spending time with her lovely family. She is bright, has a cheerful disposition and a big smile, and she is always available to help our clients during any stage of the real estate purchasing process.
Gale is the Closing Assistant for ECTS, is the first impression you will get when walking through our doors or calling our office. She has a personality that is warm and welcoming and is a perfect fit for ECTS. Her previous experience as an office administrator with one of the areas largest real estate firms gives her the edge in knowing what agents want. Gale has two daughters and three grandchildren, who are her life! She loves riding her bike, attending local events, and going out to local restaurants.
Julie runs the closing department in our Destin location. She was born and raised in Alabama. She moved to Destin in 2012 because of her love for the area and the beach. Julie has an extensive background in the Mortgage Banking industry. Having been in the industry for more than 23 years, she is very well versed on the needs of the lenders to make sure that loan transactions are closed seamlessly.
Julie enjoys living on the Destin Harbor and all of the activities that are associated with it. She spends a lot of time boating, kayaking, attending local events, and of course, hanging out on the beach.
Julie’s children are her rescue dogs and she has a great love for helping others find their “furever homes”.
Cheri was born and raised in Illinois. She is married to her high school sweetheart and has two daughters and two grandchildren. Cheri and her husband, Steve, moved to Destin in 2016 to be closer to their grandchildren. When they purchased their home they closed at Emerald Coast Title Services. She says the transaction was very smooth and she enjoyed the experience and decided that this was where she wanted to work someday.
She is a customer service professional with over 20 years of experience. Cheri is detail oriented and is resourceful in organizing and completing projects, which makes her a perfect fit for her closing assistant position.
